EUR1 Movement Certificates

Helping exporters access preferential tariff arrangements and reduce import duties in overseas markets.

What Is an EUR1 Movement Certificate?

An EUR1 Movement Certificate is a preferential origin document used to support claims for reduced or zero import duty under relevant trade agreements between the UK and partner countries. It provides evidence that goods meet the applicable rules of origin required for preferential tariff treatment.

To qualify, goods must meet the relevant rules of origin set out in the applicable trade agreement. Exporters must also hold supporting evidence, such as supplier declarations, production records, or costings, and be able to provide this if requested by HMRC or overseas customs authorities.

How Devon Chamber Can Help

Devon Chamber, as an authorised issuing body, can process and certify EUR1 Movement Certificates on behalf of HMRC and support businesses in meeting the necessary documentation requirements.

Our team can assist with:

  • Understanding origin requirements
  • Reviewing documentation
  • Certifying EUR1 applications
  • Providing guidance on preferential trade arrangements
  • Supporting businesses new to export documentation

Alternative Proofs of Origin

An EUR1 Movement Certificate is one of several ways to demonstrate preferential origin. Depending on the trade agreement and circumstances, origin may also be proven using:

  • An origin declaration on an invoice
  • Importer’s knowledge: Exporters should confirm the correct method based on the destination country and applicable trade agreement.

When Might You Need an EUR1?

You may require an EUR1 Movement Certificate when:

  • Exporting goods to countries where UK trade agreements allow preferential tariff treatment
  • The applicable trade agreement specifies an EUR1 as the appropriate proof of origin
  • Your customer or their customs agent requests formal evidence of preferential origin
  • You need to support a claim for reduced or zero import duty

UK Certificate of Origin vs EUR1

  • UK Certificate of Origin – confirms non-preferential origin (no impact on duty)
  • EUR1 Movement Certificate – confirms preferential origin (used to reduce duty under trade agreements)
